Is this quote an attempt to endow physicians with omniscience, or something like, "Don't bother me kid, I'm trying to WORK here."

Osler was simply commenting on the the universal tendancy of people to unthinkingly demand the dispensal of medicines, as if the act itself were ritual magic with curative power.
